The School of Teacher Education and Liberal Arts (STELA) of the University of Baguio has officially signed a Memorandum of Agreement (MOA) with Kias Elementary School, marking it as STELA’s second partner school for outreach, community, and extension programs.
The signing was spearheaded by Mr. Norman Patiang, STELA’s Head of Outreach and Extension, and headed by STELA Dean Dr. Antonio Mangaliag. Joining them were the heads and representatives of Kias Elementary School, who expressed their gratitude for the partnership and the opportunities it will bring to their learners and teachers.



This new partnership reflects STELA’s steady commitment to extend learning beyond the campus walls. Through this collaboration, the school aims to share its time, skills, and resources with the community, whether through literacy programs, teacher training, or student-led outreach projects.
This partnership is not just about formalities but about continuing what teachers naturally do best, helping others grow.
The event also turned into a small reunion for some University of Baguio alumni now connected with Kias Elementary. Among them were a barangay captain from the UB High School batch, two teachers from the former College of Teacher Education (now STELA), and the PTA President who is also a proud UB graduate.
For STELA, the signing with Kias Elementary is more than just another outreach project. It’s a reminder that education builds stronger communities, one partnership at a time.
